Big 6 and Big 8. These two Craps bets are similar to the Place bets on a 6 and 8. Big 6 and Big 8 bets can be made at any time including a come out roll. You can increase, reduce or remove Big 6 and Big 8 bets at any moment prior to a roll. Big 6 and Big 8 win if a 6 and 8 repeat before a 7 is rolled. Big 6/Big 8: These work much like placing the 6 or 8 - a Big 6 bet wins if a 6 is rolled before the next 7. Unlike the place bets, Big 6 and Big 8 are usually paid at even money instead of 7-6. That gives the house a 9.09 percent edge. Don't make these bets - place the 6 or 8 instead.

I've never seen them at Sands PA. I have a feeling that PA copied the wording of AC's gaming rules, so it may be illegal in PA as well.
For video poker, they more or less copied West Virginia. NJ, PA, and WV, all have poorly worded regulations for video poker, imo, but should behave like Nevada once you break down all the rules. I have been going round and round on videopoker.com over NJ law because they call video poker (a 'slot machine with an element of skill'), so the conspiracy theorists on that site think it doesn't come from a random deck.
Considering how the PA regs are written, I would also say Big 6/Big 8 are illegal simply because they aren't mentioned in the regulations, but everything else is. PA is a great model for table game regulations. Nevada is a joke compared to them.
Where I play, they don't need to put the Big 6 & 8 on the layout. Plenty of players place them for $5, anyway.

The house probably makes more money off of breakage on below-minimum 6/8 bets (and 5/9 + 4/10 bets on $3 minimum tables) than any other bet on the table. I know of no other bet with such a high house edge in relation to variance. I would love these bettors if I were the house! He simply said that he did not like having the dealers handle his bets, and that when he decided to take down or return his Big 6/8 bet(s), he could do so by himself. As I watched, the only bets the guy made were the Pass Line with odds and the Big 6/8. Nothing else.
So, 'self-serve' was the answer.
